What happens in a game of checkers if neither player can make a move?

No its a stalemate (draw). The only way to determinate a winner is to start over again..
stalemate just like in chess
then black loses because checkers is a ****** *******.
That situation would cause a stalemate. If you want to find the winner, start a new game and see who the winner is.
